Hope Not Handcuffs is a collaborative effort between law enforcement, and community organizations to find viable treatment options for individuals seeking help to reduce their dependence on prescription medication, alcohol, heroin, fentanyl, and other drugs.
Tri-County Community Partnership is a non-profit organization, funded entirely by donations, state and local grants, and the federal Comprehensive Opioid Stimulant and Substance Use Program (COSSUP) grant. Hope Not Handcuffs is a program of the Tri-County Community Partnership. We have partnered with 65 law enforcement agencies in six counties.
This website will provide helpful information regarding the Hope Not Handcuffs program, including partner agencies, how to contact Hope Not Handcuffs, and a training video to help the user better understand the mission of Hope Not Handcuffs New York.
Hope Not Handcuffs Online Training Program
This training introduces the viewer to alternatives to traditional law enforcement responses to individuals with drug and/or alcohol addiction. It will also assist individuals in crisis to understand how the Hope Not Handcuffs program works. The training will take approximately one hour to complete and will include question-and-answer portions.
